美国加州电力危机

电力工业改革的目标不是简单的降低用户电价，更不是为了给金融投机者提供一个利用电力市场榨取高额利润的工具。当然为了激励竞争，电力市场可以提供一些金融产品，作为对冲市场价格过分波动风险的工具，但这不是电力市场的主要功能。

7.2 清晰的思路—什么是切实有效的途径去实现目标

电力市场必须有符合实际的构想和设计，不可过分理想化。电力是一种特殊的产品，不易储存，电力市场的交易主要是物理的，在交易规定的时段是必须交货的，而交货时必须服从一定的物理约束。电力市场的交易结果必须保证系统能够安全可靠的运行。初期加州的电力市场设计不允许供需双方签定中长期合同，要求100%的电量都要在交易中心CALPX交易，这是一个过分理想化的要求。在交易中心只考虑供电方的报价和用电方投标之间的平衡，既没有考虑到交易结果是否满足实时运行时的实际负荷需求，也没有考虑到交易结果是否能够在实时网络约束的条件下实现，这给系统安全可靠运行带来极大的风险。

7.3 周密的思考—制定应对的策略

如果事先考虑到，并有应对的措施，在电力危机中发生的许多情况本来都是可以避免的。例如应该预见到供应方在需求增加的情况下，故意扣留报价可能，则应该允许供需双方签定中长期合同交易，以保证基本的负荷需求能得到满足。如果CAISO知道交易结果不满足实时运行时的实际负荷需求的可能，则可以利用可靠性机组组合的功能来确定附加的机组出力。如果在日前市场交易中就能使交易的结果满足网络的约束条件，则人为地制造线路阻塞的现象就可以避免。

7.4 严格有效的监管

一个成熟的电力市场必须建立一支专业的强有力的监管队伍，制定一套完善的市场规则和系统运行程序，并严格监管和对突发事件做出快速的反应。对滥用市场力的现象，要有有效的预防和缓解的措施。

7.5 时间上要留有余地

从1996年9月加州议会通过AB  1890法案经过设计，招标，组建，选址，系统研发和测试到1998年4月CALPX和CAISO开始运行，一共只花费了18个月的时间。对于这样一个开创性的工程，是太沧促了。

7.6 交易中心和调度中心不能分离

初期加州的电力市场设计把交易中心和调度中心分离是一个严重的错误。在交易中心只考虑无系统约束条件的假设下供电方报价和用电方投标之间的平衡，没有也不可能考虑到交易结果是否满足实时运行时的实际负荷需求，没有也不可能考虑到交易结果是否能够在实时网络约束的条件下实现，这不能保证系统的安全可靠运行。虽然调度中心可以对交易中心上交过来的交易结果进行安全校核，然而调度中心对交易结果进行修正的选项有限，也不能保证系统的安全可靠运行。

7.7 电力需求侧响应

需求侧响应是CAISO与一些可中断负荷和可调节负荷签定合同，在需求高峰，供应不足的情况下，CAISO可以削减或中断对它们的供电，而给他们一定的经济补偿。如果当初加州市场实施了这样一个机划，加州的电力危机有可能避免或者不会这样严重。
